WHEREAS, Wisconsin voters demand immediate and comprehensive elecon reform to restore public confidence, transparency, and accountability
in the electoral process;
WHEREAS, Wisconsin’s current elecon procedures must be modernized to reflect the highest standards of security and accuracy, ensuring that
only legally eligible voters parcipate in elecons;
WHEREAS, election integrity is fundamental to maintaining a constitutional republic, ensuring that each legal vote is counted and protected from
potential fraud; and
WHEREAS, secure, transparent, and efficient election processes are necessary to uphold public confidence in electoral outcomes and prevent
manipulation or undue influence; and
WHEREAS, to achieve these goals, Wisconsin must adopt the following reforms:

• Single‐day elections conducted on a secure and transparent basis, eliminating prolonged voting periods that increase risks of ballot
  manipulation and chain‐of‐custody concerns, make Election Day a Holiday;
• Hand‐counted, irreproducible, secure, and auditable paper ballots, printed exclusively by Wisconsin‐owned vendors, ensuring election
  materials remain under state control and are not subject to external tampering or influence;
• Mandatory voter photo ID and proof of U.S. citizenship at the time of registration and voting, closing any potential loopholes that could
  allow illegal voting by non‐citizens or synthetic identities;
• Absentee voting strictly limited to military personnel, first responders, and permanently disabled or bed‐stricken individuals, with
  rigorous verification, tracking, and auditing procedures to prevent fraudulent ballot harvesting;
• Elimination of same‐day voter registration, as the lack of adequate verification time for clerks increases the risk of fraudulent votes
  being cast. Once an election is certified and ballots are combined, fraudulent votes cannot be identified or removed;
• Elimination of voting centers and centralized counting centers, as these facilities mix ballots from multiple precincts and wards, making
  recounts more difficult and reducing transparency. Precincts should be no larger than 1,500 registered voters, ensuring quality control,
  chain of custody, and local oversight by clerks; and

WHEREAS, restoring control of elections to local clerks enhances trust in the electoral process and ensures that election procedures remain
transparent, verifiable, and accountable;
WHEREAS, replacing costly electronic vong machines with hand‐counted paper ballots would save Wisconsin taxpayers an esmated 90% in
elecon expenses, reducing reliance on error‐prone and potenally compromised vong systems;
WHEREAS, these reforms will strengthen public trust by ensuring transparency, eliminang vulnerabilies, and deterring illegal votes, thereby
upholding the principle of one legal vote per legal voter;
WHEREAS, an educated and engaged electorate is essenal to the preservaon of democracy, and the establishment of a “Student Accredited Civic
Duty Program” will allow students to parcipate in ballot counng, providing hands‐on experience and fostering a deeper understanding of the
electoral process;
WHEREAS, internaonal examples such as France (39 million voters) and Taiwan (23+ million voters) demonstrate that elecons can be securely
and efficiently conducted in a single day using hand‐counted paper ballots, strict voter idenficaon, and proof of cizenship;
WHEREAS, county and municipal clerks, as the legally designated custodians of elecon integrity, must be solely responsible for maintaining
accurate and up‐to‐date voter rolls, ensuring that only acve eligible voters are listed and that a newly updated paper poll book is created before
each state and federal elecon;
WHEREAS, to prevent elecon fraud and improper access, all deceased, moved, duplicate, suspended, administravely removed, and felon voter
registraons must be securely archived in a separate, auditable database, enrely disnct from acve voter registraon records;
WHEREAS, Wisconsin must withdraw from the Electronic Registraon Informaon Center (ERIC), which currently inflates voter rolls by including
ineligible and inacve voters while charging fees per registraon, despite the fact that only approximately 3.4 million out of 7.4 million total
registraons are acvely used;
WHEREAS, evidence suggests that Wisconsin’s voter rolls are centrally controlled outside the direct authority of local clerks, liming their ability to
maintain the accuracy and integrity of voter lists, despite their sworn duty under Wisconsin law to ensure fair and legal elecons;
THEREFORE, BE IT RESOLVED, that Wisconsin adopt these election integrity reforms to safeguard the fairness, security, and transparency of
elections; and
BE IT FURTHER RESOLVED, that local election clerks be granted full authority and responsibility over the administration and security of elections
within their jurisdictions; and
BE IT FINALLY RESOLVED, that these measures be enacted to ensure Wisconsin elections remain free, fair, and secure, upholding the rights of all
legal voters and preventing fraud or manipulation.
THEREFORE, BE IT RESOLVED, that the Wisconsin Republican Assembly (WRA) strongly supports these essenal elecon integrity reforms and
urges Wisconsin Governor Tony Evers, the Wisconsin Legislature, and Wisconsin Senate to immediately adopt these measures in alignment with
President Donald J. Trump’s Elecon Integrity Policy;
BE IT FURTHER RESOLVED, that the Wisconsin Republican Assembly affirms its commitment to upholding free, fair, and transparent elecons that
reflect the will of legal Wisconsin voters and ensure that every legal vote is counted while eliminang opportunies for fraud and manipulaon;
