Resolution to Restore Election Integrity in WI

WHEREAS, Wisconsin voters demand immediate and comprehensive election reform to restore public confidence, transparency, and accountability
in the electoral process;
WHEREAS, Wisconsin’s current election procedures must be modernized to reflect the highest standards of security and accuracy, ensuring that
only legally eligible voters participate in elections;
WHEREAS, election integrity is fundamental to maintaining a constitutional republic, ensuring that each legal vote is counted and protected from
potential fraud; and
WHEREAS, secure, transparent, and efficient election processes are necessary to uphold public confidence in electoral outcomes and prevent
manipulation or undue influence; and
WHEREAS, to achieve these goals, Wisconsin must adopt the following reforms:

  • Single‐day elections conducted on a secure and transparent basis, eliminating prolonged voting periods that increase risks of ballot
    manipulation and chain‐of‐custody concerns, make Election Day a Holiday;
  • Hand‐counted, irreproducible, secure, and auditable paper ballots, printed exclusively by Wisconsin‐owned vendors, ensuring election
    materials remain under state control and are not subject to external tampering or influence;
  • Mandatory voter photo ID and proof of U.S. citizenship at the time of registration and voting, closing any potential loopholes that could
    allow illegal voting by non‐citizens or synthetic identities;
  • Absentee voting strictly limited to military personnel, first responders, and permanently disabled or bed‐stricken individuals, with
    rigorous verification, tracking, and auditing procedures to prevent fraudulent ballot harvesting;
  • Elimination of same‐day voter registration, as the lack of adequate verification time for clerks increases the risk of fraudulent votes
    being cast. Once an election is certified and ballots are combined, fraudulent votes cannot be identified or removed;
  • Elimination of voting centers and centralized counting centers, as these facilities mix ballots from multiple precincts and wards, making
    recounts more difficult and reducing transparency. Precincts should be no larger than 1,500 registered voters, ensuring quality control,
    chain of custody, and local oversight by clerks; and

WHEREAS, restoring control of elections to local clerks enhances trust in the electoral process and ensures that election procedures remain
transparent, verifiable, and accountable;
WHEREAS, replacing costly electronic voting machines with hand‐counted paper ballots would save Wisconsin taxpayers an estimated 90% in
election expenses, reducing reliance on error‐prone and potentially compromised voting systems;
WHEREAS, these reforms will strengthen public trust by ensuring transparency, eliminating vulnerabilities, and deterring illegal votes, thereby
upholding the principle of one legal vote per legal voter;
WHEREAS, an educated and engaged electorate is essential to the preservation of democracy, and the establishment of a “Student Accredited Civic
Duty Program” will allow students to participate in ballot counting, providing hands‐on experience and fostering a deeper understanding of the
electoral process;
WHEREAS, international examples such as France (39 million voters) and Taiwan (23+ million voters) demonstrate that elections can be securely
and efficiently conducted in a single day using hand‐counted paper ballots, strict voter identification, and proof of citizenship;
WHEREAS, county and municipal clerks, as the legally designated custodians of election integrity, must be solely responsible for maintaining
accurate and up‐to‐date voter rolls, ensuring that only active eligible voters are listed and that a newly updated paper poll book is created before
each state and federal election;
WHEREAS, to prevent election fraud and improper access, all deceased, moved, duplicate, suspended, administratively removed, and felon voter
registrations must be securely archived in a separate, auditable database, entirely distinct from active voter registration records;
WHEREAS, Wisconsin must withdraw from the Electronic Registration Information Center (ERIC), which currently inflates voter rolls by including
ineligible and inactive voters while charging fees per registration, despite the fact that only approximately 3.4 million out of 7.4 million total
registrations are actively used;
WHEREAS, evidence suggests that Wisconsin’s voter rolls are centrally controlled outside the direct authority of local clerks, liming their ability to
maintain the accuracy and integrity of voter lists, despite their sworn duty under Wisconsin law to ensure fair and legal elections;
THEREFORE, BE IT RESOLVED, that Wisconsin adopt these election integrity reforms to safeguard the fairness, security, and transparency of
elections; and
BE IT FURTHER RESOLVED, that local election clerks be granted full authority and responsibility over the administration and security of elections
within their jurisdictions; and
BE IT FINALLY RESOLVED, that these measures be enacted to ensure Wisconsin elections remain free, fair, and secure, upholding the rights of all
legal voters and preventing fraud or manipulation.
THEREFORE, BE IT RESOLVED, that the Wisconsin Republican Assembly (WRA) strongly supports these essential election integrity reforms and
urges Wisconsin Governor Tony Evers, the Wisconsin Legislature, and Wisconsin Senate to immediately adopt these measures in alignment with
President Donald J. Trump’s Election Integrity Policy;
BE IT FURTHER RESOLVED, that the Wisconsin Republican Assembly affirms its commitment to upholding free, fair, and transparent elections that
reflect the will of legal Wisconsin voters and ensure that every legal vote is counted while eliminating opportunities for fraud and manipulation;

Resolution Protecting All Life, Conception to Natural Death

WHEREAS, the Wisconsin Constitution affirms that all people are endowed by their Creator with certain inherent rights, among them life, liberty, and the pursuit of happiness; and
WHEREAS, the very first duty of government is to protect all innocent human life, without which no other right can be enjoyed; and
WHEREAS, Wisconsin’s first state legislature, in 1849, enacted laws protecting pre-born children from intentional destruction, declaring abortion to be a criminal act except when necessary to preserve the life of the mother; and
WHEREAS, these protections reflected the moral convictions of the people of Wisconsin at statehood, rooted in both natural law and the Christian Biblical principle that every person is made in the image and likeness of Almighty God; and
WHEREAS, the U.S. Supreme Court, in Dobbs v. Jackson Women’s Health Organization (2022), acknowledged that the Constitution does not confer a right to abortion, thus returning to the states the authority and duty to protect pre-born life; and
WHEREAS, advances in modern medical science confirm that human life begins at conception, that the child in the womb has distinct DNA, can feel pain, and is a separate and unique human being, deserving of protection; and
WHEREAS, it is now exceedingly rare that ending a pregnancy is medically required to save the life of the mother, as advances in obstetrics and emergency medicine allow physicians to treat both mother and child with life-preserving care; and
WHEREAS, the people of Wisconsin value and uphold the sanctity of life not only for the pre-born but also for all persons through natural death, including the elderly, disabled, infirm, and vulnerable; and
WHEREAS, Wisconsin rejects and prohibits the harvesting, trafficking, or sale of body parts or tissues from aborted babies, recognizing such acts as a crime against humanity; and
WHEREAS, Wisconsin, as a state founded upon faith, family, and freedom, recognizes that protecting life at every stage is essential to a just and moral society;
THEREFORE, BE IT RESOLVED, that the Wisconsin Republican Assembly (WRA) strongly supports these essential protections of all life from conception to natural death; and
BE IT FUTHER RESOLVED, that the Legislature of the State of Wisconsin affirms its duty to protect the right to life of every human being, from conception to natural death; and
BE IT FURTHER RESOLVED, that the Legislature declares the policy of the State of Wisconsin is to defend and foster a culture of life, ensuring legal protections, care, and compassion for mothers, children, families, the elderly, and all vulnerable persons; and
BE IT FINALLY RESOLVED, the Wisconsin Republican Assembly (WRA) calls upon Wisconsin; its citizens, churches, communities, and leaders to unite in protecting life as a sacred gift from God, and to work together to restore respect for life in law and culture across our state.
